The Lord Advocate for Scotland has refused to issue legal guidelines on the proposed pilot of drug consumption rooms in Glasgow.
Despite 2 years of research, business planning and consensus building by the local health board and authorities, the rooms cannot go ahead until Police Scotland agree to the proposals. The Lord Advocate could have made provision for the piloting of such an initiative on the basis that it was in the public interest, however his office stated that the public interest test must be met by the Health Department, not the Justice Department.
This leaves the future of drug consumption room in doubts, and many stakeholders within the drugs field sorely dissapointed.
SDPC has not addressed the issue of drug consumption rooms (DRD’s), however, in our last session there was overall frustration expressed at the speed of implementation of harm reduction measures such as DRD’s.
